Keeping you safe and secure in your home is our top priority. We follow all Health and Safety laws to make sure your home is safe for you, your visitors, and our staff when they are working in your home.
We want to give you clear, practical information about what this means for your block, and to confirm that these extra checks will help shape the investment needed to keep your home safe in the years ahead.
Why we are doing it
The Building Safety Regulator has introduced a new process for assessing high-rise buildings across the country.
In October 2024, the Building Safety Regulator asked us to apply for a Building Assessment Certificate for Hanover and Pendlebury Towers. This is a formal process confirming that building safety is being managed properly.
Before the regulator can issue the certificate, they have asked us to carry out further technical work. This includes understanding what the impact would be in the highly unlikely event of a fire or explosion in the communal boiler room that links the two blocks.
To be clear, this is not an urgent risk, and the regulator has given us up to 12 months (the longest time possible) to carry out the work. This shows it isn’t urgent or likely.
What we are doing and when
We want to keep you informed about the important safety checks, surveys and work taking place at Hanover and Pendlebury Towers.
Below is an outline of what is happening and the expected timelines.
Fire door inspections are complete, and repairs are scheduled to begin next month (November 2025).
Where repairs alone aren’t enough, we’ll replace the doors once approval has been given by the Building Safety Regulator. This approval process is expected to take around six months.
Once approved, you’ll see our contractors on site carrying out the replacement works.
All of this work will be completed no later than October 2026.
The Building Safety Regulator has asked us to review and update our documentation for their records.
Although the deadline for completion is 9 January 2026, we’ve committed to finish this work by the end of November 2025.
Specialist structural and fire safety engineers will survey both towers and the boiler room.
We will complete both specialist assessments no later than 9 July 2026.
You do not need to take any action as a result of this work.
Over the coming months, you may see specialist engineers carrying out surveys or inspections in and around the blocks. This will not affect day-to-day living, and any disruption will be kept to a minimum.
We’ll continue to keep residents informed as this work progresses, through letters, posters in the foyer, and regular updates at the Residents’ Forum and Wednesday drop-in sessions.

Frequently Asked Questions about Hanover and Pendlebury Towers
A Building Safety Case is another name for a Building Assessment Certificate (BAC) application and shows how the safety risks in a residential building are checked and managed. It’s updated over time as the building or regulations change.
It is issued by the Building Safety Regulator to confirm that the building owner is managing fire and structural risks in high rise buildings properly.
The Building Safety Regulator requires further specialist assessments before issuing certificates. This does not mean your building is unsafe, it simply means more information is needed. The BSR has advised completing fire door improvements within 12 months.
The Building Safety Regulator has introduced a new process for assessing high-rise buildings. The regulator wants us to look at how the buildings would perform in the highly unlikely event of an incident in the boiler room that links the two blocks. This is a precautionary exercise - not because they believe such an incident will happen.
They’ve also asked us to make sure that planned fire door improvements are completed within the next 12 months. The notice sets out what is expected and by when.
These items can increase fire risk. SHG is working closely with the fire service and residents to ensure these are managed safely. We may contact some households to discuss safe use and storage.

All blocks remain safe to live in, with protections already in place such as:
- Compartmentation (passive fire protection and fire doors) ensure the communal area remains safe for evacuation and operationally safe for the fire service.
- Annual Fire Risk Assessments.
- A sprinkler system that will extinguish a fire at source.
- Fire detection alarms within homes.
- Robust fire safety management plans.
- Door entry systems which restrict access to the building, keeping it secure.
